Eryngium giganteum , popularly called “Miss Willmott's Ghost”

This biennial has simple, small green leaves its first year, and only by its second year will the plant turn a ghostly, silvery gray, and reach its full size of two or three feet tall, and have flowers. The easiest way to get it started in a garden is by sowing seeds. Here is a link to Diane's Seeds, that offers seeds of it by mail. You'll only need to buy seeds of it once. Although it is a biennial and will, of course, live only two years, at the end of its second year many seeds will scatter from a mature plant to perpetuate itself permanently in a garden.
